The Venice Commission and ODIHR recommend providing in the law for a longer period of prohibition of institutional advertising campaigns and events, except in certain circumstances provided for in the law and considering a ban on media coverage of certain institutional events and all types of government advertising campaigns –with justified exceptions– not only for a short period of time but during the entire election period. Consideration should also be given to the provision of a legal regulation on institutional advertising, also in non-election periods, to ensure objectivity in the awarding of these public contracts.
