One voter may support by signature the nomination of only one candidate, which runs contrary to international good practice as it limits the effect on political pluralism. The Venice Commission and ODIHR recommend that voters should be free to support many candidates’ lists or candidates as, in some cases, support signatures could restrict smaller opposition parties from getting enough signatures and voters publicly supporting these parties could be harassed.
