This problem is not caused by the extension of the deadlines for complaints and appeals (which is a positive reform and complies with previous recommendations) but (1) by the existence in the law of certain provisions that result in the automatic stop of the results proclamation process when there are pending legal remedies and (2) by the inability or lack of instruments or political will by the election administration and other relevant authorities to reduce the instances of violations from taking place. The LEMP contains automatisms that may lead to a delay in the declaration of the final results.
