The Venice Commission and ODIHR therefore reiterate their recommendation that a comprehensive, systemic review of the electoral law be undertaken well in advance of the next elections within an inclusive consultation process. At the same time, it should be emphasised that a number of prior recommendations can be addressed through the implementation of existing legislation in good faith, effective implementation and enforcement of the rules, dependent in part on the political will of all actors, which is key to ensuring a fully democratic electoral process.
