ODIHR and the Venice Commission find regrettable the lack of full cross-party participation in the drafting process that would have been in the spirit of the EU recommendation to collectively address political polarisation and ensure political party cooperation. While this could have hindered meaningful political dialogue on the issue of electoral reform, in a positive development, the opposition that had boycotted the Working Group subsequently submitted joint draft amendments to the Parliament, which are currently under a cross-party discussion on an informal level.
