Article 11
 

A voter who has turned 18 (eighteen) years of age, with business capacity and permanent residence in Montenegro for no less than two years prior to the Election Day, is entitled to elect and to be elected as a MP.


A voter who has turned 18 (eighteen) years of age, with business capacity and permanent residence in Montenegro for no less than two years and permanent residence in the municipality, or city municipality as an electoral district for no less than six months prior to the Election Day, is entitled to elect and to be elected as a councillor.
