Public officials appointed or nominated by the Government of Montenegro or elected or appointed by the local self-government, senior grade and lower grade civil servants, may not take part in the election campaign, or express their stance with regard to elections in public, during working hours, i.e. while on duty.
Police officers and members of National Security Agency must not take part in the election campaign in any way.
