Local non-governmental organisations interested in observing the elections, shall submit the application to the SEC which shall, within the 48 (forty eight) hours from the receipt of application, issue the official authorisations or render a decision rejecting the issuing of authorisations.

The application referred to in paragraph 1 of this Article shall include the name of the organisation, the proof of registry, the number and composition of the observing representatives.

The applications shall be lodged not later than 5 (five) days prior to the elections.
