On the proposal of executive councils, municipal councils shall, within five days of the entry into force of the Act on the establishment of municipalities, adopt decrees on the determination of constituencies and appoint municipal electoral commissions. If they fail to do so, the decrees on the determination of constituencies shall be adopted by the electoral commissions of the referendum territories, which shall also perform the tasks of municipal electoral commissions. In such cases, the National Electoral Commission may, if necessary, change the composition of the electoral commissions of the referendum territories.
