The Venice Commission’s role is not to replace national constitutional courts. The interpretation of the German Federal Constitution is in the competence of the Bundesverfassungsgericht, to which, moreover, some political parties intend to apply for a review. Based on the request, the Venice Commission and ODIHR can only discuss the best practices and international standards or explain the electoral systems used in the Venice Commission’s member states and OSCE participating states.
