The main objective of the reform consists in abolishing the rules on the overhang – and compensatory - mandates without renouncing to the combination of proportional and personal representation, which lies at the core of the electoral system since the foundation of the Federal Republic. The reform thus puts an end to the continuous increase in the number of seats in the Bundestag.
