The amendments instead maintain two votes for each voter (first vote – constituency and second vote – party list vote). However, the vote for a party list becomes the fundamental element of the election result, as it determines the number of seats accruing to a party. The vote relevant to personal representation, called “first vote” moves to the second place and contributes to the assignment of seats to the candidates according to their distribution among the parties.
