The impact of the vote on the determination of who will be the MPs of each party may appear as rather limited. However, under the new system of personalised proportional representation, voters still have the decisive power to rank the candidates within the political party candidates’ list – although the voters may not choose between the candidates in the party list –, as the candidates with the highest percentage of first votes get the mandates distributed to the party based on second votes. This gives more choice to the voter than closed list systems still in force in many democracies,23 which are in conformity with international standards.
