Moreover, the Venice Commission and ODIHR would like to recall that the process of constituency delimitation should be undertaken by an inclusive political consensus.26 In addition, although it is not possible at this stage to assess potential impact, the delimitation of single-mandate constituencies in areas with high concentrations of minority communities should ensure respect for the rights of national minorities. Furthermore, it is advisable that constituencies established in areas with concentrated minority population do not merge with other territorial units or parts of the country in order not to dilute the representation of minorities.
