The amendments of the German Federal Election Act include two main changes to the electoral system: the first implies the primacy of the vote for proportional lists, involving the suppression of the overhang mandates as well as the possibility for some constituencies not to be represented; the second one abolishes the exception to the 5% threshold for parties having obtained three direct mandates.
