The Venice Commission and ODIHR reiterate that any electoral system may be chosen as long as it does not go against electoral international standards. They consider that the amendments under consideration are largely in conformity with these standards, both in substance and regarding the way and timing of their adoption procedure. However, the Venice Commission and ODIHR take note of the lack of cross-party support. Building broad consensus on the choice and fundamental aspects of an electoral system contributes to the acceptance, legitimacy and the stability of the governing system. Consideration could be given to improving the representation of women in candidatures.
