A citizen of a European Union Member State or the United Kingdom of Great Britain and Northern Ireland who has been included in the register of voters under previous legislation and who has not been assigned a PESEL personal identification number, in order to be included in a permanent electoral precinct, shall submit the application referred to in Article 19a § 1 of the Act amended in Article 1.
