The Venice Commission and ODIHR stress that it would be for the Constitutional Court of Ukraine, once fully operational, to resolve the alleged conflict of norms and to interpret the extent to which the draft law may be compliant with the Constitution. It is of a great importance to ensure that these concerns are properly addressed throughout the legislative process.
