47. The potential “interference with the free expression of the opinion of the people” also links restrictions on the eligibility to the freedom of expression, guaranteed in Art. 10 ECHR. Electoral campaigns are most important contexts for expressing and advocating political opinions. The same considerations are relevant for all the elections covered by the electoral code.
