By letter of 28 April 2023, the Chairperson of the Monitoring Committee of the Parliamentary Assembly requested an opinion of the Venice Commission on the draft law amending certain legislative acts of Ukraine which restrict the participation in the state power of persons associated with political parties whose activities are prohibited by law. A similar request was submitted to ODIHR by the First Deputy Head of the Committee on Human Rights, Occupation and Reintegration of Temporarily Occupied Territories of Ukraine, National Minorities and International Relation and the Chairperson of the Committee on Ukraine’s Integration into the European Union. As this Opinion relates to the electoral field, it was prepared by the Venice Commission and ODIHR.
