According to the Rationale, the martial law or the state of emergency may substantially alter the current situation in the country, including the political one, and therefore it should be prescribed to terminate (rather than suspend) the election processes in case of declaring the martial law or the state of emergency, and to restart the election processes after the end of the martial law or the state of emergency, thus enabling to contend with the new realities.
