34. Efforts to make the process more accessible for the independent participation of all voters are welcome. At the same time, it must be noted that the above-mentioned mechanism to facilitate voting by wheelchair users does not fully conform to international standards for accommodating persons with disabilities in an electoral process. Paragraph 41.5 of the 1991 OSCE Moscow Document calls on participating States to encourage favorable conditions for the access of persons with disabilities to public buildings and services. Further, Article 29 of the Convention on the Rights of Persons with Disabilities requires state parties to ensure that voting procedures, facilities and materials are appropriate, accessible and easy to understand and use.26 These norms aim to ensure that persons with disabilities are able to vote, to the extent possible, in the same manner as other voters.
