The case-law of the European Court on Human Rights makes a distinction between the restrictions on the right to vote and the right to stand for election. “Stricter requirements may be imposed on the eligibility to stand for election to parliament, as distinguished from voting eligibility”.31 At the same time, the Court has stated that the right to be elected is “inherent in the concept of a truly democratic state”
