The United Nations Human Rights Committee in its General Comment No. 25 has issued a series of applicable guidelines. First, it recognises the right to be voted and to have access to public service guaranteed by Article 25 of the ICCPR;35 additionally, any restrictions on the right to stand for election must be justifiable on objective and reasonable criteria, particularly, persons should not be excluded by unreasonable or discriminatory requirements such as by reason of political affiliation;36 finally, political opinion may not be used as a ground to deprive any person of the right to stand for election.
