After receiving proposals from the National Electoral Commission, the Minister shall issue a regulation on agents, including their rights and obligations when submitting candidate lists and candidacies and when decisions are made on the validity of candidate lists and candidacies, to seal ballot boxes, during the conduct of voting in a polling session and in early voting, at the beginning and end of polling sessions, during the counting of votes, during the allocation of parliamentary seats and during the confirmation of election results, in addition to general provisions on their supervisory duties.] 1)
