Eligibility of presiding officers.


[Any presiding officer standing for election must stand down as presiding officer and another competent person shall then perform the outgoing presiding officer’s duties, with the procedure for appointing a new presiding officer governed by paragraph 2.  


In the event that a presiding officer stands down, the Minister shall appoint a new presiding officer after receiving the proposals of the National Electoral Commission. If the presiding officer has been working under delegation from a district commissioner, the latter shall appoint a new presiding officer. In the event that a presiding officer under Article 71 stands down, the minister with the portfolio for foreign affairs shall appoint a new presiding officer. 


Early voting is not permitted to take place in the home of a candidate.
