[Counting in elections to the Althingi.


The National Electoral Commission allocates parliamentary seats in accordance with Articles 108–112 and prepares an election results report on the results of the elections, the allocation of parliamentary seats in the elections to the Althingi and a list of MPs and deputy MPs by constituencies. The National Electoral Commission shall also prepare an election results report on the results of elections in each constituency separately when voters’ changes to the order of candidates have been taken into account. The results shall be published on the National Electoral Commission’s website.  


When the senior electoral commission has completed the counting of votes for each candidate list, of the number of votes cast and of the number of invalid and blank ballots, it must submit to the National Electoral Commission the first half of the count report, stating this information.  


On the basis of count reports under paragraph 2, the National Electoral Commission shall calculate the division of constituency seats and adjustment seats between candidate lists pursuant to Articles 109 and 110.  


When the calculation pursuant to paragraph 3 is complete, the senior electoral commission shall submit to the National Electoral Commission the second part of the count report, stating the numbers of votes for candidates for individual seats after taking into account any changes made by voters to the order of candidates, cf. Article 112.  


The National Electoral Commission decides the format of count reports and supplies it to the senior electoral commissions.] 1)
