The mandates obtained by lists of the same name in the division at the state level are assigned to the lists in electoral units that have the largest remaining votes in relation to the quotient in the electoral unit referred to in Article 90 of this law. If all mandates have already been distributed in the electoral unit, the mandate is assigned to the list in the electoral unit in which the list has the next largest remaining votes in relation to the quotient in the electoral unit. Candidates are elected from the list of candidates in accordance with Article 91 of this Act.
