1. Every citizen who has reached the ageof 18, even on the date oftheelections, has the right tovote and to be elected.
2. Citizens who have been declared mentally incompetent by a final court decision do not have the right to vote.
3. Citizens convicted by final Court decision for committing a criminal offence are excluded from the right to be elected, as defined by law approved by three-fifths of all members of the Assembly. Inexceptional and duly justified cases, the law may provide for limitations of the right to vote of citizens serving a sentence of imprisonment, or the right to be elected before issuing a final decision or when the citizens have been expelled for a crime or very serious violation of public safety.
4. The vote is personal, equal, free and secret.
