Article 197
 

1. The general composition (the number of members) of the Verkhovna Rada of the Autonomous Republic of Crimea shall be determined by the Constitution of the Autonomous Republic of Crimea.


2. The general composition (the number of members) of a village, settlement or city, rayon in the city, rayon or oblast council shall be determined in accordance with Parts three and four of this Article depending on the number of voters that belong to territorial communities of villages, settlements, cities, and reside in the territory of rayon in a city, rayon, oblast.


3. The general composition (the number of members) of a local council, depending on the number of voters, shall be as follows:


1) up to 10 thousand voters - 22 members;


2) from 10 thousand to 30 thousand voters - 26 members;


3) from 30 thousand to 50 thousand voters - 34 members;


4) from 50 thousand to 100 thousand voters - 38 members;


5) from 100 thousand to 250 thousand voters – 42 members;


6) from 250 thousand to 500 thousand voters - 54 members;


7) from 500 thousand to one million voters - 64 members;


8) from one million to two million voters – 84 members;


9) over two million voters - 120 members.


4. In the event, if a number of members provided for by Part three of this Article for a rayon council are less than a number of village, settlement or city (in cities of rayon subordination) councils, the territorial communities of which are located within the respective rayon, the general composition of such rayon council shall be equal to the number of the respective village, settlement or city (in cities of rayon subordination) councils.


5. The total composition of a village or settlement council in a territorial community shall be increased beyond the number specified in Part three of this Article as a result of holding supplementary elections of members of a village or settlement council by a number of newly created single-member election districts that shall be determined as the ratio of the number of voters in territorial communities that joined the number of voters in the territorial community, to which they have joined, and the number of voters of territorial communities, which have joined, multiplied by the number of the general composition of a council determined in Part three of this Article, but no less than the number of territorial communities that have joined.
