The First Local Elections
1. The first elections of members of local councils, village, settlement, city mayors are called in case of amalgamation of territorial communities, the formation of new administrative-territorial units, other changes of administrative-territorial structure or changes as a result of which a new local self-government body is formed.
First local elections shall be held in the manner and within the time frame specified by this Code, with the observance of the following:
1) the territorial election commission is formed in case of appointment of the first elections of members of the local council, village, settlement, city mayor in the order established by this Code, not later than fifty-five days prior to election day, on the basis of submissions filed not later as sixty days before election day;
2) a territorial election commission in accordance with this Code shall form election districts, precinct election commissions in accordance with the procedure and terms provided for by this Code;
3) members of the local council, village, settlement, city mayor are elected at the first local elections for a term until the next regular elections of the local council and the village, settlement, city mayor.
4) In the year of holding regular local elections, the first elections of members of local councils and relevant village, settlement, city mayors shall be held simultaneously with the regular local elections.
2. In the event of voluntary amalgamation of territorial communities, the powers of the respective territorial election commissions shall be terminated after the legal entities of the respective local councils have been terminated, for preparation and conduct of the election of which they have been formed.
