(1) The minor offences provided for in Article 52 shall be ascertained by the representatives of the Permanent Electoral Authority, and the sanction shall be applied by decision of the Permanent Electoral Authority.
(2) The decision of the Permanent Electoral Authority may be challenged before the competent court, according to law.
