Powers of the Central Election Commission under this Chapter


(1) (Previous text of Art. 247 - SG 21/19, in force from 12.03.2019) The Central Election Commission shall:


1. (amend. - SG 36/21, in force from the date of official publication of the results of the 2021 census) determine the number of seats in the multi-member constituencies according to the methodology in Annex № 1;


1a. (new - SG 36/21, in force from the date of official publication of the results of the 2021 census) perform the functions of a district election commission for the multi-member constituency outside the country;


2. ascertain and declare invalid the registration of candidates who do not satisfy the requirements covered under Art. 254, Para. 1 or 4 therein;


3. (amend. and suppl. - SG 36/21, in force from 01.05.2021) delete the registration, where it is established that the candidate do not satisfy the conditions of Art. 65, Para. 1 of the Constitution, where the collection of signatures in support of an independent candidate does not conform to the requirements of Art. 257, Para. 1 as well as in the cases under Art. 258, para. 5;


3a. (new - SG 36/21, in force from the date of official publication of the results of the 2021 census) provide for signature to the members of the commission, the candidates, the advocates, the representatives of the parties, the coalitions and the initiative committees and the observers a copy of the signed protocol with the results of the voting in the constituency outside the country, stamped on each page with the seal of the commission and signed by the chairman, vice-chairmen and the secretary;


4. Declare the election results and issue certificates to the elected MPs;


5. Promulgate in the State Gazette the results of the elections immediately after their announcement;


6. upon pre-term termination of the credentials of an MP, shall pronounce the candidate ranked next on the respective list;


(2) (New - SG 21/19, in force from 12.03.2019) The decisions of the Central Electoral Commission under Para. 1, items 1, 2 and 3 may be appealed before the Supreme Administrative Court by the order of Art. 58.
