(1) If the candidates are standing in parallel, see section 19(4), the seats of the list of candidates are allocated to the candidates by order of their number of personal votes. Any equality of votes is to be settled by drawing lots.
(2) A list of non-elected candidates (list of substitutes) shall be prepared for each list by order of their number of personal votes.
