(1) The number of members of local councils shall be laid down in the by-laws, cf. section 5 of the Local Government Act. The local council must approve any amendments to the by-laws changing the number of members, cf. section 2(2) of the Local Government Act, not later than 1 August in the election year that they may become effective from the subsequent election period.
