(1) A supporter shall fulfil the conditions of franchise for the local council or the regional council, respectively. The franchise conditions, except for the condition regarding age and the condition regarding the duration of being prior permanently resident in the realm, must, however, be fulfilled not later than on the Friday 46 days prior to election day or, if this is not the case, or otherwise at noon on the Monday 43 days prior to election day.

(2) Any person who is a supporter of more than one list of candidates shall be considered a supporter of none of the lists. A candidate shall not be a supporter
