GEORGIA – Follow-up Opinion to the Joint Opinion of the Venice Commission and ODIHR on the Draft Amendments to the Election Code and to the Rules of Procedure of the Parliament
In this regard, the Venice Commission has stated that “[i]f the process of changing the electoral rules is not sufficiently inclusive and transparent, that is if all relevant stakeholders are not involved in the proper way, new electoral rules risk being seen as intended more at favouring incumbents than at improving the electoral system”.
