The fundamental right to security is essential for the enjoyment of the other fundamental rights, and the maintenance of internal and external security is an essential duty of the State. Security of the elections is essential for their conformity with international standards: the personal security of voters, candidates, election managers and observers and the physical security of buildings and materials have to be ensured, as well as the security of the electoral campaign.
