The political agreement of 3 April 2024 provides for the setting up of a National Conference to reform the constitution. The constitutional amendments need to be finalised by the end of 2024 and submitted to referendum at the end of March 2025 (supra). The Commission delegation was informed that the extent of the constitutional amendments has not yet been decided: it will depend on the decision of the Conference based on the results of the consultation (supra, para. 11). The Commission is also of the view that if these amendments were to be extensive, it would be preferable to consider that they amount to a new constitution (in particular because the current constitution forbids constitutional amendment by referendum). The delegation was also informed that the authors of the previous constitutional amendments proposals have been asked to express their views as to the pertinence of those proposals today, which the Commission finds positive.
