As explained above, the organisation of the constitutional referendum will necessarily follow an extraconstitutional procedure; to avoid a similar situation for the elections, the Venice Commission recommends adding to the revised or new Constitution a transitional provision expressly giving to the transitional executive the power to adopt the necessary electoral rules for the organisation of the first presidential and parliamentary elections.
