The Venice Commission further recommends, in order to ensure the stability of electoral law and of the electoral institutions,2 to enshrine in the future Constitution the main features of the electoral system and of the electoral administration; a transitional provision could state that the electoral rules which will be applied to the constitutional referendum will be applied mutatis mutandis to the first elections under the future Constitution.
