Voter registration: displaced persons
The violence of the gangs has led to the displacement of an important number of citizens (about 700,000). It is likely that they, even when security is reestablished, they will not all return immediately to their former place of residence. Voters should be given the possibility to vote in the place where they actually find themselves. This is particularly challenging for legislative and local elections, more than for the referendum and presidential elections which are to be held in a nationwide constituency. The Venice Commission therefore recommends providing displaced persons with the possibility to vote in their place of actual residence but for their constituency of former residence, at least during a transitional period; it would seem appropriate to establish provisional electoral lists for the 2025 process.
