Vote by Haitians abroad


The interim Opinion referred to the general trend to introduce out-of-country voting, even if there is no international standard which imposes it. In a country with a very important portion of nationals living abroad, this is an essential matter and also a major challenge, especially concerning voter registration and the organisation of the voting operations. The interim Opinion also remarked that, taking into consideration the significant number of Haitians who have left the country and who are in an irregular situation in the country in which they find themselves, the elaboration of a reliable electoral list will pose serious problems.
