Against this background, the Venice Commission is of the view that out-of-country voting could be introduced gradually, e.g. starting with the establishment of polling stations in diplomatic or consular missions in countries with a very important portion of Haitians living abroad, or starting with limited postal or e-voting. Haitian consulates could be in charge of drawing up the electoral lists. It is nonetheless important that such a gradual introduction should be based on a broad political consensus, so as to eliminate possible suspicion that its limited territorial scope will favour specific parties. Postal voting and (remote) e-voting should be introduced only if safe and reliable.
