Concerning electronic voting, the Council of Europe has developed standards which may be found in Rec(2017)5 of the Committee of Ministers to member States on Standards for E-Voting, and apply to e-voting in the polling station as well as to remote e-voting. In particular, e-voting “should be used only if it is secure, reliable, efficient, technically robust, open to independent verification and easily accessible to voters; the system must be transparent; unless channels of remote electronic voting are universally accessible, they shall be only an additional and optional means of voting”.
