Concerning equal access to media, the interim Opinion reminded that, for elections, equality (be it strict of proportional) must be ensured between parties. However, in public radio and television broadcasts on the referendum campaign, equal access must be ensured to the proposal’s supporters and opponents (rather than to political parties).
