It is nonetheless true that when this happens, and at an appropriate time, elections will have to be held to restore the democratically legitimate government for the Haitian people. The preparation of the necessary legal basis, voters’ lists and other electoral arrangements will facilitate the launching of the electoral process. Under these circumstances, the Commission can only reiterate its readiness to assist in the preparation of the constitutional amendments and electoral legislation, within its mandate, so that they are ready when the appropriate level of security is eventually reestablished. The financial support of the international community to all the stages of the electoral process will be essential.
