The Venice Commission makes the following recommendations regarding issues addressed in the conclusions of the 28-30 October high-level meeting:



  • Ensuring that appropriate security conditions be in place for citizens to be able to register on the electoral lists;

  • Considering whether the political rights should be suspended not only for sentenced criminals, but also for citizens targeted by sanctions of international organisations which have been issued until the closing date of nominations to be a candidate;

  • Providing displaced persons with the possibility to vote in their place of actual residence but for their constituency of former residence, at least during a transitional period;

  • Introducing out-of-country voting gradually on the basis of a broad political consensus;

  • Considering the use of digital technologies for the transmission of results; any introduction of digital technologies should take place gradually and in conformity with international standards;

  • Ensuring effective legislative measures towards gender parity and proper representation of the youth; as a minimum, in the constitutional referendum and in subsequent presidential and parliamentary elections, measures should be taken to facilitate the registration of women and young voters;

  • Financing electoral campaigns – and not political parties as such - and limiting public financing to those parties which obtain a certain percentage of votes. The creation of political parties could also be submitted to a minimum support.
