In addition, the OSCE/ODIHR Report on the Moldovan Parliamentary Elections of 2021 stated: “In August 2019, the parliamentary electoral system in the Republic of Moldova was changed from a mixed system that had been introduced for the 2019 parliamentary elections back to a fully proportional one... The system was changed more than one year prior to its applicability following an inclusive consultation process, in line with international good practice (in October 2019, three MPs referred to the Constitutional Court the question of which election system would apply to the next elections if they were called early). The court referred to the Code of Good Practice and held that in order to ensure stability of electoral law, the electoral system should be implemented at least one year after the adoption of the changes”.
