According to Article 61(2) of the Constitution, organic laws govern the electoral system. However, the scope of the Law is quite narrow and specific and not a fundamental part of the constitutional framework. The classification of the Law as an organic law raises certain questions, such as whether this designation provides stability or if it entrenches provisions such as the list of countries which perhaps should be more flexible.
